The business community is advocating for a broad-based pricing mechanism that would take into account the needs of all involved in the food value chain, from suppliers to retailers. 

The push for a comprehensive pricing mechanism comes amid concerns over persistently high food prices and the broader impact of inflation on the economy and consumers. 

This proposal is the latest development in a series of ongoing discussions with the government and other parties to find a price ‘sweet spot’ for both consumers and businesses.

James Clarke, the president of the Barbados Chamber of Commerce and Industry (BCCI), told Barbados TODAY: “If we are going to look seriously at pricing in this country, you need to look at the entire supply chain…from beginning to end, to see where the costs are, and see what can be done to tighten up on them.” 

He highlighted a variety of costs involved, including finance charges, bank fees, and expenses associated with transport and logistics.

Clarke emphasised that a more comprehensive approach is needed beyond the now-expired Prices Social Compact, which temporarily removed the 17.5 per cent Value Added Tax (VAT) on 47 items for six months. The private sector had declined to extend the compact, citing financial losses for many companies due to restrained markups.

The BCCI is discussing port efficiency with the Barbados Port Incorporated and involving the government in talks on a comprehensive pricing system, which Clarke acknowledged was a complex undertaking. 

“There are a lot, a lot, a lot of moving parts,” he said, referring to the numerous stakeholders along the value chain.

Clarke noted the Central Bank of Barbados’ first-quarter review of the economy which indicated that while the rate of change in inflation was decreasing by the end of last year, the country was still experiencing an inflationary environment.

The BCCI president also highlighted the impact of oil prices on inflation, affecting production costs, transport, and the tourism industry through increased airfares.

To ease these challenges, Clarke suggested increasing local production and sourcing from closer suppliers to reduce shipping costs. “Certainly, if things are grown here, in a circular economy, that would help us greatly,” he said.

Kerrie Symmonds, Senior Minister for the Productive Sectors, said that although the private sector had withdrawn from the Prices Social Compact, some entities have maintained the status quo by holding down their markups. The government has also continued the VAT reduction on the extended basket of goods.

“A few supermarkets and poultry producers have, however, agreed to maintain the status quo in terms of holding down their markups and I know of no deviations,” Symmonds told Barbados TODAY. “From the government side, we have maintained the VAT reduction on the extended basket of goods.”

Implementing a comprehensive pricing mechanism will require extensive collaboration and coordination among various stakeholders, including suppliers, exporters, shippers, port services, transport providers, customs authorities, and regulatory bodies.
